“ China’s Dual Leap: Ecological Restoration Meets AI Acceleration”

1. China’s economy continues to make steady progress: As the 14th Five-Year Plan nears completion, China’s total economic output has successively surpassed ¥110 trillion, ¥120 trillion, and ¥130 trillion. Its average annual contribution to global economic growth has remained around 30%, making it one of the most significant driving forces behind world economic development.

2. The “2025 China Top 500 Enterprises” list has been released, highlighting a dual leap in both scale and quality among China’s major corporations. This reflects the resilience and vitality of China’s high-quality economic development. The number of enterprises with annual revenues exceeding ¥100 billion has risen to 267, and 15 companies have surpassed the ¥1 trillion revenue mark.

3. China’s Utilization of Foreign Investment:  As of July this year, during the 14th Five-Year Plan period, China’s actual use of foreign capital totaled US$714.87 billion, with 235,000 new foreign-invested enterprises established—32,000 more than during the 13th Five-Year Plan.

Foreign-invested enterprises have made substantial contributions to the Chinese economy, accounting for:

• One-third of total imports and exports

• One-quarter of industrial added value

• One-seventh of tax revenue

• And creating over 30 million jobs

4. The “Three-North Shelterbelt Project” Wins Global Forestry Award : China’s “Three-North Shelterbelt Project” has been honored with the Global Forestry Technical Achievement Award by the Food and Agriculture Organization of the United Nations (FAO). This marks another major international recognition following its 2018 award for Outstanding Practice in the UN Strategic Plan for Forests.

As a flagship initiative in China’s ecological civilization efforts, the project has delivered remarkable results since its launch in 1978:

• 31.74 million hectares of forest plantations preserved

• 33.33 million hectares of desertified land rehabilitated

• 44.67 million hectares of soil erosion controlled

• Forest coverage in project areas increased from 5.05% to 13.84%

• 1.656 million hectares of farmland shelterbelts established, protecting 30 million hectares of farmland

• Grain yield per hectare in project zones rose by nearly 50%

This award underscores global recognition of China’s leadership in ecological restoration and sustainable forestry. 

5. Tax Incentives for Integrated Circuits and AI Industries:  In the Lingang New Area, a preferential corporate income tax rate of 15% has been implemented for enterprises in four key sectors, including integrated circuits and artificial intelligence. So far, 132 companies have been officially recognized under this policy, resulting in a total tax reduction of ¥1.173 billion.

6. Mother River Restoration Initiative Fully Completed:  A total of 88 rivers and lakes have successfully met their restoration targets, marking the full completion of the Mother River Revival campaign. The initiative has led to significant improvements in ecological flow, reinforcing the health and sustainability of key water systems across China.

7. Profit Growth of Large Industrial Enterprises in the First Eight Months:  

According to data from the National Bureau of Statistics, from January to August 2025, profits of large-scale industrial enterprises in China increased by 0.9% year-on-year. Notably, private enterprises outperformed the average, with profits rising by 3.3%, reflecting stronger resilience and adaptability within the private sector.

8. China Adds 22 New Nationally Significant Wetlands:  China has officially designated 22 new wetlands as nationally important, bringing the total to 80 sites across the country. This expansion strengthens efforts to protect biodiversity and ensure ecological security, reinforcing the country’s commitment to sustainable environmental stewardship

1. The second A320 final assembly line of Airbus Tianjin was put into operation: its production capacity has doubled, with cumulative deliveries exceeding 780 aircraft, deepening China-Europe aviation cooperation.  

2. The CR450 EMU prototype reached a speed of 453 km/h.  

3. The scale of China’s power battery recycling market is expected to exceed 100 billion yuan by 2030: Based on the calculation of battery service life, China is about to enter the phase of large-scale decommissioning of power batteries. According to statistics, the domestic power battery recycling volume exceeded 300,000 tons in 2024, corresponding to a market scale of over 48 billion yuan. It is expected that the domestic market scale will surpass 100 billion yuan by 2030, and vigorously promoting the recycling and utilization of power batteries is an important task at present.  

4. Lingang AI Innovation Port launched: The "Dishui Lake AI Innovation Port" of Shanghai Lingang Artificial Intelligence Industrial Park was officially launched. It aims to gather 500 AI enterprises and form an industrial scale of 50 billion yuan by 2025. Relying on the computing power centers of enterprises such as SenseTime, the park will build a highland for multimodal large model R&D.

China's Science and Technology Investment: During the five years of the 14th Five-Year Plan, China's R&D investment in science and technology undertakings exceeded 3.6 trillion yuan, an increase of 48% compared with 2020. The value-added of high-tech manufacturing enterprises above designated size increased by 42% compared with the end of the 13th Five-Year Plan; the added value of the "three new" economies (new industries, new business forms, new business models) accounted for 18% of GDP. As of the end of June this year, the number of valid domestic invention patents reached 5.01 million...  

2. First Satellite Made in Xiong'an Rolls Off the Production Line: "Xiong'an-1" has achieved a "from 0 to 1" breakthrough in the aerospace information industry, serving the construction of smart cities.  

3. Breakthrough in PEM Water Electrolysis for Hydrogen Production: Its core components have obtained 6 patents, promoting the industrialization of green hydrogen and reducing reliance on imports.  

4. Revelation of the Two-Dimensional Crystallization Mechanism of Ice: A team from Peking University discovered a "weaving-like" crystallization process, subverting the traditional nucleation theory.  

5. Advancement of the Asteroid Defense Program: China plans a kinetic impact demonstration mission to verify the orbit deflection technology for near-Earth asteroids.  

6. Shenzhen-Hong Kong-Guangzhou Innovation Cluster Tops Global Rankings: A report by the World Intellectual Property Organization (WIPO) shows that the three cities lead in R&D capabilities.  

7. Progress in Quantum Computing Research: China's fully superconducting magnet has achieved a steady-state high magnetic field of 351,000 gauss, leading the world. The relevant results were published in Nature Photonics.  

8. Chinese Academy of Sciences (CAS) Launches International Scientific Program on CO₂ Biological Conversion: The first International Conference on Carbon Dioxide Fixation and Biological Conversion was held in Tianjin. At the conference, CAS launched the International Scientific Program on CO₂ Biological Conversion and released the Tianjin Initiative on CO₂ Biological Conversion for Global Sustainable Development.

China's Brain-Computer Interface (BCI) Innovation Ecosystem Continues to Improve, with Continuous In-depth Technological Iteration: Controlling robotic arms to write with thoughts, remotely commanding drones via brainwaves... Scenes that once only appeared in sci-fi movies are now gradually becoming a reality with the development and application of BCI technology. In recent years, China's BCI innovation ecosystem has been continuously improved, technology has undergone in-depth iteration, and the supply of products and services has become increasingly abundant, striding toward large-scale application.  

10. Tesla's production line in Shanghai Lingang has introduced an AI monitoring system, and CATL has developed an intelligent chassis, enhancing production efficiency.  

11. 30 New National and Industrial Standards for Cloud Computing to Be Formulated by 2027: The Ministry of Industry and Information Technology (MIIT) and the Standardization Administration of China (SAC) recently issued the Guide to the Construction of Comprehensive Standardization System for Cloud Computing (2025 Edition). It proposes that by 2027, more than 30 new national and industrial standards for cloud computing will be formulated, and over 1,000 enterprises will carry out standard promotion and implementation.  

12. Realization of Converting CO₂ in Seawater into Bioplastics: A team led by Gao Xiang from the State Key Laboratory of Quantitative Synthetic Biology and the Institute of Synthetic Biology, Shenzhen Institutes of Advanced Technology (SIAT), Chinese Academy of Sciences, jointly with a team led by Xia Chuan from the University of Electronic Science and Technology of China (UESTC), proposed and verified an "artificial marine carbon cycle system" based on a coupled "electrocatalysis + biocatalysis" strategy for the first time. This system can capture CO₂ from natural seawater, convert it into intermediates that can directly enter biomanufacturing, and further upgrade them into various high-value chemicals and materials. Taking degradable plastic monomers as a demonstration case, this research is expected to provide a biomanufacturing platform for broader products such as fuels, pharmaceuticals, and food ingredients. The relevant results were recently published in the international academic journal Nature Catalysis.  

13. Satellite Communications Open Up New Space for Space-Ground Integration: The Ministry of Industry and Information Technology recently issued a satellite mobile communications service operation license to China Mobile. This means that all three basic telecommunications enterprises have obtained the qualification to operate satellite mobile communications services and can carry out businesses such as direct satellite connection via mobile phones, enriching application scenarios including emergency communications, maritime communications, and communications in remote areas. Satellite communications unlocks full-scenario communication capabilities across land, sea, and air, which will open up new space for space-ground integration and a trillion-yuan market.  

14. China's Biomanufacturing Industry Scale Nears 1 Trillion Yuan: The total scale of China's biomanufacturing industry has approached 1 trillion yuan, with fermentation capacity accounting for over 70% of the global total. A number of competitive biomanufacturing industrial clusters have gradually grown and expanded.  

15. Intelligent Shortwave Therapy Equipment: The AI physical therapy robots developed by Tianjin Tianyan Technology optimize treatment plans through real-time physiological feedback, while the intelligent shortwave therapy equipment in Wuhan Optics Valley realizes precision thermotherapy.  

1. 23rd China International Talents Exchange Conference (CIEP) Opens：Co-hosted by the Ministry of Human Resources and Social Security (MOHRSS) (including the State Administration of Foreign Experts Affairs, SAFEA) and the Shanghai Municipal People's Government, the 23rd CIEP kicked off. Over 2,600 foreign experts from more than 110 countries and regions attended the opening ceremony.  

2. Schools in Beijing, Shanghai, Shenzhen and Other Cities Advance Innovation Programs in Science Education：  

Educational institutions in major cities such as Beijing, Shanghai and Shenzhen are rolling out initiatives to innovate science education. These programs integrate interdisciplinary teaching models and hands-on tech experiments to enhance students’ scientific thinking and practical abilities.  

3. Jilin Launches Pilot General AI Education in Primary and Secondary Schools; Hefei Science Island Unveils Science Popularization and Research-Oriented Study Programs  

- Jilin Province has launched a pilot program to introduce general AI education in selected primary and secondary schools, aiming to equip students with basic AI knowledge and application awareness.  

- Hefei Science Island, a key research hub under the Chinese Academy of Sciences, has launched science popularization and research-oriented study programs. These programs include lab visits, guided experiments and interactive science workshops, designed to foster scientific literacy among teenagers.  

1. "Four Expansions" Optimizes Medical Resource Allocation: Over the past five years, China has newly established 114 national regional medical centers, bringing the total to 125. These centers focus on specialized discipline development, reducing the need for local residents to seek medical treatment outside the region, which helps ease the burden of medical expenses and advance efforts to address the difficulty of accessing medical care.  

2. Current Status of Elderly Care Institutions: By the end of 2024, the total number of various elderly care institutions and facilities across the country reached 406,000. The proportion of nursing beds in elderly care institutions has risen to 65.7% (exceeding 5.25 million). It is planned to increase this proportion to over 75% by 2030, but currently, there are challenges such as a shortage of 5.5 million nursing staff, uneven regional resource distribution, and the need to improve service standardization.

Home Services Industry: AI-Enhanced Transformation：  China is implementing the "AI+" initiative to accelerate the evolution of home services from digitally empowered internet-based models to intelligent-driven new service paradigms. As a sub-sector of the service industry, home services are increasingly leveraging AI technologies, continuously improving the industry ecosystem.  

2. Digital New Infrastructure Drives Robust Momentum：China's information and communications industry has achieved remarkable progress, with leading networks, technological breakthroughs, and accelerated integration of the digital and real economies. By the end of August 2025, China had deployed 4.646 million 5G base stations and connected 1.154 billion 5G mobile users, maintaining global leadership in key metrics like 5G user penetration and gigabit fiber coverage. AI innovation is thriving, with open-source large language models rapidly adopted in electronics, raw materials, consumer goods, and other industries. 5G applications have integrated into 86 major economic sectors, extending deeper into core production processes.  

3. Beijing Yizhuang: Global First High-Level Autonomous Driving Demonstration Zone：As the world’s first Vehicle-Road-Cloud Integration (VRCIS) high-level autonomous driving demonstration zone, Beijing Yizhuang has provided testing services to 36 enterprises and 1,165 autonomous vehicles, accumulating over 40 million kilometers of test mileage. The zone has operationalized the Beijing Autonomous Vehicle Regulation, established a full-process regulatory framework covering "pre-approval, in-process oversight, and post-analysis," and led the formulation of two local standards.  

4. Autonomous Driving in Logistics: Wuhan Optics Valley’s UAV Remote Sensing Network：  Wuhan Optics Valley’s unmanned aerial vehicle (UAV) remote sensing network enables 24/7 intelligent inspections for urban违建 (illegal construction) identification, disaster relief, and other applications.  

5. Guangdong’s AI-Enabled Manufacturing New Policies：  Guangdong Province has launched new policies to empower manufacturing with AI, supporting Shenzhen in building embodied intelligence training grounds and promoting large-scale adoption of industrial models.

Yebatan Hydropower Station: Milestone in China's Hydropower Development：  As a key project under China’s 14th Five-Year Plan, the Yebatan Hydropower Station on the upper Jinsha River began impoundment on October 13, 2025. With a total installed capacity of 2.24 gigawatts (GW) and annual power generation exceeding 10.2 billion kilowatt-hours (kWh), it will reduce carbon dioxide emissions by 7.37 million metric tons annually . During construction, engineers set a world record by extracting a 38.1-meter concrete core sample, demonstrating advancements in dam foundation technology. The project also leverages the world’s highest-altitude Ultra-High Voltage Direct Current (UHVDC) transmission system (Jinshang-Hubei ±800 kV) to enable cross-regional energy distribution, connecting clean energy from Tibet and Sichuan to Hubei Province .  

2. Geermu Concentrating Solar Power (CSP) Project: Global Leader in Solar Thermal Innovation： The Geermu CSP project in Qinghai Province, the world’s largest single-unit solar thermal power plant with a capacity of 350 megawatts (MW), marks a breakthrough in China’s solar thermal industry. Using domestically developed tower-type molten salt energy storage technology, the plant features a 3.3 million-square-meter heliostat field that captures solar energy to generate 960 million kWh of electricity annually, reducing 720,000 metric tons of CO₂ emissions. This achievement underscores China’s progress in large-scale CSP deployment and its commitment to integrating renewable energy into the grid through dispatchable storage solutions .  

1. Yangtze River Delta: Nanjing Biomedical Valley, Hefei Science Island, and Shanghai Lingang AI Innovation Port have formed an "R&D-transformation-application" chain, advancing the development of the G60 Science and Technology Innovation Corridor.  

2. Guangdong-Hong Kong-Macao Greater Bay Area (GBA): Shenzhen Hetao Cooperation Zone and Hong Kong Science Park Shenzhen Branch are deepening cross-border resource integration, exploring the "Hong Kong R&D + Shenzhen industrialization" model.  

3. Beijing-Tianjin-Hebei (BTH) Region: Beijing Yizhuang, Tianjin Free Trade Zone (FTZ), and Xiong'an New Area are collaborating to promote standard mutual recognition in fields such as autonomous driving and intelligent logistics.  

4. Implementation of Negative List for Cross-Border Trade in Services in Hainan Free Trade Port (FTP): Market access has been relaxed in sectors including telecommunications and education, facilitating the free flow of factors of production.  

5. Fujian Strengthens Marine Ecological Protection: Regulations have been issued to enhance mangrove conservation, explicitly prohibiting activities such as reclamation and logging.  

6. Zhejiang Advances Digital Economy Reform: A construction plan for the "Industrial Brain" has been released, aiming to achieve full coverage of industrial enterprises above designated size by 2027.

Phase II of the 138th China Import and Export Fair (Canton Fair) Opens：The Phase II of the Canton Fair in Guangzhou focuses on "Quality Home Products", showcasing household items, gifts, and decorations. It attracts global buyers and promotes the integration of green design and smart manufacturing.  

2. Shanghai Hosts World NCAP Conference： The conference brings together participants to discuss global automotive safety standards and advance cooperation in the global automotive industry chain.  

3. Technology Empowers Elderly Care; International Sci-Tech Cooperation Advances： The 10th International Forum on Elderly Service Science and Innovation was held in Beijing, focusing on areas such as intelligent rehabilitation aids and the integration of medical and elderly care services. It released the Research Report on Typical Scenarios of Beijing’s Technology-Enabled Elderly Care and explored the application of AI in smart elderly care.  

- The First China-Italy Bilateral Seminar on Fusion Energy and the Second China-France International Bilateral Seminar were held at Hefei Science Island, promoting international exchanges in nuclear fusion technology.
