On October 31, the State Council Information Office held a regular policy briefing to introduce the relevant situation. Industrial and Industrial Development

1. Smart manufacturing and the digital economy are rapidly improving across China, with innovation-driven development momentum continuously strengthening. High-tech parks in the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area have introduced new policies to actively attract international R&D institutions and deepen cooperation in global innovation resources.

6. On November 3rd, the world's first mass production factory for flying cars commenced trial production in Huangpu District, Guangzhou, with the first "land-based aircraft carrier" successfully rolling off the production line. The factory has a planned annual production capacity of 10,000 units, marking a new stage in my country's low-altitude economy, moving from "manual trial production" to "mass production."
7. Research on an evaluation system for artificial intelligence enterprises was launched: On October 29th, at the main forum of the 2025 my country Brand Forum, research on an evaluation system for artificial intelligence enterprises was launched. Artificial intelligence is changing production and lifestyles at an unprecedented speed, breadth, and depth, gradually becoming an important driving force for the sustainable development of the economy and society. Chinese enterprises have achieved remarkable results in the field of artificial intelligence, demonstrating strong innovation capabilities and industrial potential from technology research and development to application scenarios.
8. The world's first international standard for industrial 5G and the first international standard for radiation protection of medical proton accelerators, both spearheaded by my country, were officially released: These two standards fill international regulatory gaps in the fields of industrial digital transformation and high-end medical radiation safety, respectively, providing Chinese solutions for the development of related industries globally.
Trade and Commerce

1. China and the US seek to stabilize trade relations: On November 5th, both sides announced measures to stabilize trade relations, including mutual tariff reductions. Details will be announced on November 10th.
2. China's imports have maintained growth for five consecutive months, with steady release of import demand for key categories: The consumer market is operating steadily, and the overall import and export situation is stable, demonstrating the resilience of coordinated development between foreign trade and domestic demand.
3. The Ministry of Commerce released several measures to promote import facilitation, covering optimizing customs clearance procedures, simplifying import formalities, expanding the acceptance of inspection and testing results, and reducing trade costs for enterprises. It also deepens international cooperation under the frameworks of RCEP and the Belt and Road Initiative, promotes mutual recognition of inspection and certification rules, and facilitates efficient connection between domestic and international markets.
4. China firmly upholds and actively promotes the multilateral trading system, contributing to global trade liberalization and facilitation. It also continues to strengthen pragmatic cooperation with economies around the world to jointly promote the stable recovery of the global economy.

Construction and Environmental Protection

1. The nation is accelerating the construction of a green and low-carbon technology standards system, laying a solid institutional foundation for the low-carbon transformation of industries. Simultaneously, it is vigorously promoting green and low-carbon products to facilitate the deep integration of consumption upgrading and green development.
2. A number of major transportation infrastructure projects have commenced or been completed, covering highways, railways, and waterways, with a sustained construction boom. Upgrading and renovating key highway and railway lines are progressing steadily, further improving the national comprehensive transportation network and injecting strong momentum into regional connectivity and economic development.
3. Various regions are continuously promoting the upgrading of urban and rural infrastructure, including projects related to the renovation of old residential areas and the construction of rural pipeline networks, steadily improving the livability of urban and rural areas. The elderly care and medical security system is constantly being improved, with measures such as optimized medical insurance reimbursement and expanded elderly care services being implemented, effectively strengthening the social safety net.
4. China is continuously promoting the construction of regional innovation centers, gathering innovation resources, improving the innovation ecosystem, and consolidating the core engines of regional development. This initiative effectively links the industrial chain and innovation chain, further enhancing the overall competitiveness of urban clusters and contributing to coordinated and high-quality regional development.
5. China's largest thermal power plant goes into operation: After 168 hours of full-load trial operation, the No. 9 1,000 MW coal-fired unit of Beilun Power Plant in Ningbo, Zhejiang Province, has been successfully put into operation. With this, Beilun Power Plant's installed thermal power capacity reaches 7.34 million kW, and its annual power generation is expected to exceed 40 billion kWh, making it my country's largest thermal power plant in terms of installed capacity.
Medical Care and Elderly Care

1. China will launch an action plan to promote the integration of medical and elderly care: By the end of 2027, policies for the integration of medical and elderly care will be continuously improved, the service system will be more complete, service supply will be effectively increased, service capacity will be significantly enhanced, and medical and health resources and elderly care resources will be further shared to better meet the health and elderly care service needs of the elderly.
The notice requires that the existing medical and health and elderly care service networks be used to improve the integrated medical and elderly care service system. It encourages the coordinated planning and adjacent construction of primary-level medical and health institutions and elderly care service facilities. It supports medical and health institutions and elderly care institutions to carry out integrated medical and elderly care services in accordance with laws and regulations. By the end of 2027, based on the local aging population, each county (city, district, banner) should have at least one medical and health institution or elderly care institution directly providing integrated medical and elderly care services, basically achieving full coverage of integrated medical and elderly care services at the county level.
2. The state has released a policy on the application of "artificial intelligence + medical and health": It clarifies that AI will empower scenarios such as diagnosis and treatment and health management, while also requiring attention to the cognitive limitations of large language models in terms of factual accuracy and complex reasoning.
3. On November 2nd, a Chinese medical team successfully completed a remote subretinal injection surgery spanning 4200 kilometers using a domestically developed 5G ophthalmic surgical robot. This world's first clinical practice achieved micron-level precision, providing a new pathway for high-quality medical resources to reach remote border areas.
4. China launches the Silver-Haired Medical and Elderly Care Initiative: Five departments, including the National Health Commission, issued a notice deciding to organize and carry out the Silver-Haired Medical and Elderly Care Initiative, supporting retired medical personnel to provide related medical services in medical and elderly care institutions. Ten provinces, including Beijing, were designated as key provinces.
High Technology and Scientific Research

1. Sugon Launches One-Stop Scientific Model Development Platform: At the recent 2025 China Computer Congress, Sugon launched OneScience, a one-stop scientific model development platform. Designed according to the open architecture concept of artificial intelligence computing and relying on the domestic computing power of Sugon's AI supercluster, the platform deeply reproduces and integrates dozens of hot models and datasets in "AI-driven scientific research," supporting users in fields such as earth science, bioinformatics, fluid simulation, and materials chemistry to further develop new models, significantly improving the efficiency of model development and optimization.
2. Asia's First Electromagnetic Catapult Microgravity Experimental Facility Launches New Round of Scientific Experiments, "Bringing" the Gravity Environment of Space to Earth: Recently, Asia's first electromagnetic catapult microgravity experimental facility, developed and constructed by the Space Application Engineering and Technology Center of the Chinese Academy of Sciences, launched a new round of scientific experiments, providing a new path to unravel some scientific phenomena under microgravity conditions.
3. China will launch four spacecraft next year, including Mengzhou-1, for astronauts to conduct long-term stay experiments exceeding one year: China will organize four flight missions next year: Tianzhou-10, Shenzhou-22, Shenzhou-23, and Mengzhou-1. The Mengzhou-1 manned spacecraft and the Long March-10A carrier rocket used for launch will both be making their maiden flights. On November 1st, the China Manned Space Engineering Office launched a logo design competition for the four flight missions.
4. Shenzhou-21 manned spacecraft launch a complete success: According to the China Manned Space Engineering Office, at 23:44 Beijing time on October 31, 2025, the Long March-2F Y21 carrier rocket carrying the Shenzhou-21 manned spacecraft was launched from the Jiuquan Satellite Launch Center. Approximately 10 minutes later, the spacecraft successfully separated from the rocket and entered its predetermined orbit. The astronaut crew is in good condition, and the launch was a complete success.
5. China Machinery Industry Federation Releases Industrial Robot Production Data: According to the China Machinery Industry Federation, in the first three quarters of this year, my country's industrial robot production reached 595,000 units, and service robot production reached 13.5 million sets. Both categories have already exceeded the total production for 2024.
6. The 4th National Conference on Intelligent Generation of Large Models Held in Chengdu: From November 1st to 3rd, the 4th National Conference on Intelligent Generation of Large Models was held in Chengdu, with the theme "Intelligent Gathering in Chengdu, Generating Artistic Realms," bringing together nearly a thousand domestic and international experts and scholars.
7. China's Share of Hot Papers Exceeds Half Globally for the First Time: The "2025 China Scientific Paper Statistics Report" recently released by the China Institute of Scientific and Technical Information shows that my country's share of hot papers globally has exceeded half for the first time, reaching 53.2%, maintaining its first-place ranking worldwide; the number of highly cited papers remains second globally, with the gap with the United States gradually narrowing.
International Cooperation

1. Newly Established Foreign-Invested Enterprises Up 16.2% Year-on-Year in First Three Quarters: According to the Ministry of Commerce, in the first three quarters, 48,921 new foreign-invested enterprises were established nationwide, a year-on-year increase of 16.2%; actual utilized foreign capital amounted to 573.75 billion yuan, a year-on-year decrease of 10.4%. Actual utilized foreign capital in September alone increased by 11.2% year-on-year.
2. Why Foreign Investors Are Increasing Their R&D Investment in China: Since the beginning of this year, a clear trend has emerged in foreign investment in China: more and more multinational companies are increasing their R&D investment in China, and the pace of establishing R&D centers is accelerating. Statistics show that as of September this year, Shanghai had a total of 631 foreign-invested R&D centers; as of January this year, Beijing had 221 foreign-invested R&D centers…
3. “China Will Remain a Key Engine of Global Growth”: Recently, the 2025 Bund Summit was held in Shanghai. More than 700 financial and political leaders, institutional executives, and academic leaders from 21 countries and regions around the world discussed economic, financial, and governance issues against the backdrop of global order restructuring and technological revolution under the theme of “Embracing Change: New Order, New Technology.”
4. Six Chinese Globally Important Agricultural Heritage Systems (GIAHS) Designated by the Food and Agriculture Organization of the United Nations: Six Chinese heritage sites were designated by the FAO as GIAHS systems: the traditional chestnut cultivation system in Kuancheng, Hebei Province; the white ginger planting system in Tongling, Anhui Province; the ancient bayberry integrated farming system in Xianju, Zhejiang Province; the ancient pear orchard system in Shichuan, Gaolan, Gansu Province; the freshwater pearl integrated farming system in Deqing, Zhejiang Province; and the white tea culture system in Fuding, Fujian Province.
5. Chinese Enterprises Commence Construction on Green Fertilizer Plant Project in Kenya: A project invested, constructed, and operated by China's Kaishan Group, with an annual production capacity of 480,000 tons of green fertilizer and a supporting geothermal power plant, held its groundbreaking ceremony on the 3rd in Nakuru County, Kenya. The project has a total investment of approximately US$800 million, and its final products include green ammonia and urea and calcium ammonium nitrate produced using green ammonia as raw materials. This is the first green fertilizer production project undertaken by a Chinese enterprise in Kenya.
6. Chinese Enterprises Participate in the Groundbreaking of World's Largest Integrated Photovoltaic and Energy Storage Project: A groundbreaking ceremony for the world's largest integrated photovoltaic and energy storage project, in which Chinese enterprises participated, was recently held in Abu Dhabi, United Arab Emirates. This project, jointly developed by Masdar and Emirates Water and Electricity Company (EDE) of the UAE, includes a 5.2 GW photovoltaic power plant and a 19 GW energy storage system, making it one of the world's largest and most technologically advanced projects of its kind. The entire project is divided into north and south sections, with China Power Construction Corporation (China Power) responsible for the northern section, which includes a 2.1 GW photovoltaic power plant and a 7.6 GW energy storage system.
7. Quanzhou and Wuxi, China, officially joined the UNESCO Creative Cities Network, being designated "Cities of Gastronomy" and "Cities of Music" respectively. This brings the total number of Chinese member cities to 20, and the network will further deepen inter-city cooperation through international exchanges in the cultural and creative industries.
Exhibitions and Seminars

1. The 18th China-Latin America Business Summit Opens in Zhengzhou: The 18th China-Latin America Business Summit opened in Zhengzhou on November 3rd. The summit, themed "Towards Innovation and Intelligence, Win-Win Future," was attended by over 1,000 government officials, business leaders, experts, scholars, and representatives of international organizations from China and Latin American and Caribbean countries.
2. The 138th Canton Fair Concludes Successfully: The 138th Canton Fair concluded successfully on November 4th. This year's fair attracted over 310,000 overseas buyers from 223 countries and regions, a 7.5% increase over the previous session, setting a new record. Among them, buyers from countries participating in the Belt and Road Initiative numbered 214,000, a 9.4% increase, accounting for 69% of the total. Buyers from the EU, the Middle East, the US, and Brazil saw significant growth, with increases of 32.7%, 13.9%, 14%, and 33.2% respectively. 158 business organizations participated as delegations, a 12% increase. Of the 550 purchasing delegations, 406 were leading enterprises participating, representing a 7.9% increase. The China International Rail Transit and Equipment Manufacturing Industry Expo opened: On November 7th, the 2025 China International Rail Transit and Equipment Manufacturing Industry Expo opened at the Zhuzhou International Convention and Exhibition Center in Hunan Province. The expo, themed "Railways Connect the World, Maglev Connects the Future," showcased cutting-edge achievements such as maglev technology and released a series of new products, technologies, and standards for rail transit equipment.
4. The 8th China International Import Expo was held in Shanghai from November 5th to 10th, with record-breaking exhibition scale and number of participating companies. The concurrently held Hongqiao International Economic Forum featured 33 sub-forums, building consensus on hot topics such as open cooperation and digital empowerment.
5. Shenzhen Qianhai builds a bridge for cooperation between China and Europe in the Greater Bay Area: On November 5, it was reported that Shenzhen Qianhai actively built a bridge for cooperation between China and Europe in the Greater Bay Area during the 8th China International Import Expo, promoting international economic and trade exchanges.
